160 new homes proposed for Street

STREET residents could see up to 160 new homes built in the south of the village if plans are approved.

The JD Clark 1984 Trust submitted outline plans for a phased residential development of land at Brooks Farm off Brooks Road.

The land was put forward for development within the Mendip Local Plan Part 2 with Somerset Council suggesting it could deliver up to around 120 homes.

The developer floated the idea of building homes in the area last year, holding a public consultation about their plans for residents to view and comment on which received 315 responses.

The development would be made up of one-to-two bed flats and two-to-four bed houses with gardens, with the standard 30% affordable homes with a split of 20% shared ownership and 80% social rented, which works out at 48 units of the proposed 160.

The land to the south will be kept free from the development and will be set aside as a wildlife area and walking route. A community hub has also been proposed as part of the plans.

The north of the site lies adjacent to Avalon School and Brookside Academy and the central woodland area in the site could potentially be used for “light touch forest school activities”, the applicant said.

Access has been proposed off Middle Brooks Road which would be extended into the site, with Higher Brooks Road realigned to connect to the site’s internal road network.

Higher Brooks Road will be designed to “maintain its quiet country lane character”, while Brooks Road will yield to Middle Brooks Road traffic, the applicant has said. This would serve 135 houses.

A secondary access is proposed from Brooks Road, serving approximately 25 dwellings. This will be a priority-controlled T-junction.

The applicant organised a pre-application consultation with stakeholders to gauge resident’s views on the plans, receiving 315 responses.

“Not all those leaving feedback chose to answer the questions contained on the feedback from, however of those who did in combination 46% were in support or had a adopted a neutral view with 54% objecting to the principle of residential development at the site,” agent Halton Planning Services said.

“The positive comments received focused on the provision of new homes, particularly much needed affordable housing.

“Positive comments were also received in respect of the high quality open space and parkland.

“Negative comments focused on concerns about the capacity of the local highway network to accommodate the additional traffic generated by the development, lack of parking locally, potential for adverse infrastructure impacts and services (schools, doctors, dentist etc), adverse impacts on property values and loss of countryside.”

Street Parish Council is set to discuss the plans at its meeting of its planning advisory committee tonight (December 10).
